Colombia’s ascent as a resilient digital infrastructure market gains new validation

Eduardo Espinel, Head of Data Center, and Juan Aguirre, CCO of Ilkari, receive the ICREA Level IV certification for Ilkari’s Tocancipá data centre.

Ilkari’s continued investment in sovereign, high-density infrastructure is reinforced by its new ICREA Level IV certification, adding proof to Colombia’s global ascent.

  • The certification adds new evidence to Colombia’s emergence as a contender in the world’s most resilient data centre landscape, and the country is now attracting direct investment from European sovereign infrastructure providers like Ilkari
  • Ilkari’s continued investment in high-density infrastructure in Tocancipá underscores growing global confidence in Colombia’s role as a rising hub for sovereign and AI-ready digital infrastructure
  • ICREA Level IV validates the facility’s ability to sustain uninterrupted operations under extreme conditions, confirming engineering maturity across power, cooling, communications and security systems
  • Colombia’s data centre market is projected to grow from $81M in 2024 to more than $300M by 2030, expanding at an estimated 28 percent CAGR driven by cloud adoption, AI workloads and national digital transformation initiatives

Ilkari, a global sovereign technology infrastructure company, today announced that it has achieved ICREA Level IV, one of the highest operational standards for data centre resilience, adding proof to Colombia’s rise as a contender in the world’s most advanced digital infrastructure markets. ICREA (International Computer Room Experts Association) is a global certification body that evaluates engineering maturity, operational continuity and critical systems performance across data centres worldwide.

“The future of AI infrastructure will belong to countries that can guarantee continuity and resilience,” said Shane Paterson, CEO of Ilkari. “Colombia is building that foundation, and ICREA Level IV is a clear proof point. It shows what the engineering community here is capable of.”

The future of AI infrastructure will belong to countries that can guarantee continuity and resilience,” said Shane Paterson, CEO of Ilkari. “Colombia is building that foundation, and ICREA Level IV is a clear proof point. It shows what the engineering community here is capable of.

This certification validates the strength of the facility, but it also speaks to the environment Colombia has created for high-density, mission-critical infrastructure. We’re investing here because the conditions for long-term resilience are real.

Shane Paterson, CEO of Ilkari

ICREA Level IV confirms that the facility’s power architecture, cooling systems, security layers and communication pathways are fully redundant and engineered to sustain continuous operations under extreme conditions. Ilkari’s high-density racks and technical design support sustained AI-era demand, offering enterprises the resilience required for mission-critical workloads and regulated environments.

Colombia’s digital infrastructure sector is undergoing rapid expansion, with the national data centre market projected to grow at 28% annually through 2030, driven by cloud adoption, AI acceleration and digital transformation initiatives. Ilkari’s continued investment in the region signals the increasing flow of European capital into Colombia’s infrastructure economy, reinforcing the country’s ascent as a global competitor in sovereign digital services.

Alongside ICREA Level IV, Ilkari’s flagship facility in the Tocancipá Free Trade Zone near Bogotá meets additional global benchmarks, including DCOS Maturity Level 4, TIA-942-C Rated 3 for both Design and Constructed Facility and SS 564 Green Data Centre certification. Together, these standards reinforce the company’s engineering depth and strengthen Colombia’s credibility as a rising hub for resilient, sovereign and AI-ready digital infrastructure.
